The need for a people’s library movement, targeting the women, children and neo-literates spreading across rural villages, cannot be overstated. However a conventional library with a small room, about 400 books and a library coordinator, may cost $400, and starting such a library in 5000 villages will cost an astronomical $2 million!

With a dash of creativity and a careful assessment of the real needs of a village library, AID-Chennai has come up with a proposal to realize the establishment of 5000 village libraries in Tamil Nadu for an annual cost of $1,55,000 – over 10 times reduction in the cost. THE COST PER LIBRARY/VILLAGE FOR THE ENTIRE YEAR IS ONLY $30.

Key Features of the Proposal:
  • 5000 village libraries all over Tamil Nadu
  • Production of low-cost, high quality reading material
  • Regular feedback on usage of materials
  • Collaborate with other NGOs on the field
  • Education material generation for government schools
  • Hierarchical cluster coordination structure
  • Ownership of the libraries with the villagers – village volunteer identified as the library coordinator
  • Regular training and capacity building of the village volunteers and cluster coordinators
  • Successful pilot programs run for 2 years in and around Chennai and in Srikakulam district in Andhra.
  • Lucid explanation of science and health concepts with cartoons
  • Awareness on social issues and evils, like dowry, caste-hatred, etc
  • Success stories of local entrepreneurs.
